Abe Saffer, MPM – Moderator

Abe Saffer is the Senior Legislative Representative for the American Occupational Therapy Association. He has been with the Association for almost eight years, and oversees its education and workforce policy, as well as Medicaid school-based services. He has more than 15 years of experience having worked in advocacy and lobbying for Congress and the Maryland General Assembly, a Fortune 500 health care company, several non-profits, and has managed state and local campaigns. He received his Bachelor of Science degree in Political Science from Arizona State University, and his master’s degree in Political Management from The George Washington University. He lives in the Washington DC area with his wife and son.

Yolanda Lusane, PhD, PT, CAPM – Subject Matter Expert

Yolanda Lusane, PhD, PT, CAPM works in the Research to Practice Division at the Office of Special Education Programs in the US Department of Education where she is a project officer for personnel preparation and parent center grantees as well as model demonstration projects focused on child find. She is also the co-project officer for the National Center for Pyramid Model Innovations. Yolanda received her Bachelor of Science in Physical Therapy from Howard University, Master of Arts in Education and Human Development from The George Washington University and Doctor of Philosophy in Infant and Early Childhood Development with an emphasis in Mental Health and Developmental Disorders from Fielding Graduate University. She has more than 25 years of experience supporting children and families in a variety of capacities. Yolanda has many professional interests including providing technical assistance and training to international early intervention programs and using individualized infant touch and massage to support the capacity of parents and caregivers.
